Getting the right people to the right place at the right time is often a major challenge for emergency responders. For instance, volunteer firefighters are often paged to respond to a fire and when they get to the scene, they discover that ten people responded when only maybe five or six were needed. Level 2: Critical resource, submitting tasks, coordinating people and services - based upon their reachability and availability;
